This policy forms part of Ashford & St. Peter’s Hospitals NHS Foundation Trust’s, (ASPH), commitment to create a positive culture of respect for all individuals including staff, patients, their families and carers as well as community partners. The Trust’s values (the ‘4P’s’) and Staff Pledge are integral to all aspects of day-to-day life in the Organisation and underpin the application of all our employment policies and procedure.

Agenda for Change (AfC) national terms and conditions of service provide a contractual framework for all employed staff at the Trust (except doctors, dentists and executive-level managers). There are a number of employment and/or pay-related matters for which AfC is either silent or requires greater clarity. As such, the detail of this policy should either be considered as supplementary to AfC or, where there is a conflict between this policy and AfC, this policy supersedes AfC.

This policy will be developed so that local additions and variances to AfC terms and conditions are included in this one document.

The Trust’s Recognition Agreement confirms the Employee Partnership Forum as the body for negotiating any amendments to terms and conditions of service.


Purpose and Principles

This statement of policy sets out a number of additions and clarifications to national Agenda for Change terms and conditions that apply to all employees (except band workers, Medical and Dental staff and Executive Directors).

  • Ashford and St Peter’s recognises the importance of rewarding staff in a fair, consistent and transparent manner, and of principles of equal pay as laid down in the Equality Action (2010).
  • Where additional clarity or local variations to national AFC terms and conditions are proposed, these will be negotiated with the Employee Partnership Forum.
  • To ensure that, wherever possible, decisions and actions related to the implementation of this policy support staff’s perceptions of equal opportunities for career progression and development.
